IPA

IPA Programme, existing in Croatia since 2007, is being implemented through five components:
- - Transition Assistance and Institution Building
- - Cross-border cooperation
- - Regional Development
- - Human Resources Development
- - Rural Development
The Government Office for Cooperation with NGOs will prepare a project draft for financing from IPA funds with the help of the Council for the Development of Civil Society and the funds allocated from the PHARE 2005 programme will be used for that purpose.
The drafting of sectoral analysis for the programming of the first component of the IPA pre-accession programme – Transition Assistance and Institution Building- is currently in progress. For that purpose it is necessary to identify areas of priority to be financed by the programme.
The Council for the Development of Civil Society was included in the planning, and the first workshop for drafting the sectoral analysis was held on 19 September 2007, where the first component was in focus, along with the general insight into the IPA programme. The attendants received information on the areas that had been financed through EU programmes and projects until then and priorities that would be financed through other IPA components. Guidelines and the method of work were also agreed on.
The second workshop to continue the drafting of the sectoral analysis will be held on 10 October 2007. In the meantime members of the Council for the Development of Civil Society (primarily from the civil sector), in coordination with civil society organizations, should present concrete proposals of priority areas.
The drafting of logical matrix will start based on the sectoral analysis.
